Thrall of Voice on a low-mind starting character

The intend of the cards is to bring in a 6 mind character, i understand. BUt the text says it can bring a character with Mind UP TO mind 6

Since mind alterations do not affect total GI used, I cannot use it to bring in a Mind 3 when 18 GI has already been used up.

But can I bring in that 3 Mind character with a Thrall as first character ?

Or does that violate the first line "Instead of a Normal Character"

A character described in the text of the card is a character that may be played instead of a normal character.
If it would rule out characters with mind 1-5, then "up to" would not be needed.

Other explanation (I think that it is formally correct) is that characters with mind 1-5 are allowed as long as they are not normal; Agents, Orcs, Trolls.
We will not speak of such things even in the morning of the Shire.

But it is not the case in the game.
If there would be a requirement that for "Instead of X the Y is used" such that Y must be different than X, then Rescue Prisoners, Dreams of Lore could not be stored with Wizard’s Trove.

Because for FW player Rescue Prisoners, Dreams of Lore may be normally stored at Wizardhaven. And "one of your Wizardhavens" is not different than any of your Wizardhavens.
