How to understand: "tap the site if untapped."

Is it a main effect of the card, or rather its active condition?

I'd say the tapping is one of the effects. I believe that tapping only necessitates an active condition when it is a condition for another effect. (Underline mine:)

Annotation 5: If an action requires an entity to tap as a condition for the action's main effect...

(The tap action still necessitates a target active condition.)

I have to believe that if it was an active condition, the card would say "Playable on a company at an untapped Under-deeps site..." To me, the card text as written can be summed up as "No matter what the state of the site was prior to playing this card, it is tapped afterward."
