can i tap my gollum (or stinker) during opponents turn to dicard my opponent's the one ring?

So usually no. You can play resources during opponent's turn in CvCC, but as defender you are limited to playing resorces and taking acton that dirrectly affects attack.
According to Rulings Digest #115:
Regarding (iii): this means that the defender may, among other things, play And Forth He Hastened, use Cram, play Wizard's Flame, or use Black Arrow. Each of these affects the prowess of a strike, and so is allowed during the strike sequence. However, the use of Cram at this point in CVCC will not allow the defender to subsequently play Concealment or a similar card. Strikes have already been assigned, so the attack may not be canceled.
defender may tap Gollum/Stinker to discard The One Ring beared by attacking character in strike sequence, because this affects prowess of attacking character. Similarly, in strike sequence, he can also tap Gollum/Stinker to discard The One Ring beared by his own character. This also affects strike (prowess of defending character is lowered).

I hadn't thought of that before but that makes perfect sense. It also makes thematic sense that Gollum/Stinker would steal the One Ring during CVCC. Nice one!

I cant think of a reason to discard your own characters One Ring but for an opponent's it's a good idea.

If you are suspecting that attacker want to steal your The One Ring or your bearer of The One Ring have Despair of The Heart and you want to avoid of fatal cc.

could i tap gollum/stinker if my opponent is trying to influence any of my resources? that would affect influencer's DI...

Rules does not give possibility to play resource event in order to affecting opponent's influence attempt in opponent's turn, so you cannot tap your resource at this point.

OK. Wizard's Laughter and Poisonous Despair may be played in response, according to its special text. But such exceptions are not sufficient for purpose of aplicating:

Otherwise resources could be tapped anytime, taking into account existence of exceptional text of Twilight (which may be played as resource also in opponent's turn).
