We have identified several minor corrections/clarifications that have been implemented to the CoE Game Rules document, which can be found at https://www.councilofelrond.org/rules/ and which includes these updates under the Change Log:
(2025-08-10) Added clarification to Rule 2.II.2.1.R2 regarding what happens when a Ringwraith is played as a player’s avatar versus a follower.
(2025-08-10) Added clarification to Rule 2.II.7 for declaring movement to sites already in play.
(2025-08-10) Added clarification to Rules 2.VI and 2.VI.iii regarding which actions can be taken during the end-of-turn phase versus the end of the turn.
(2025-08-10) Added clarification to Rule 3.II.4 that an effect could make a Nazgûl automatic-attack detainment even if it isn’t normally.
(2025-08-10) Added clarification to Rules 10.2.R1 and 10.2.B1 regarding the conditions under which Sudden Call may be played.
(2025-08-10) Added clarification to Rule 10.3.i that effects may be taken during Step 1 of ending the game even if the effect would last “until the end of the turn”.
(2025-08-10) Expanded definition of “Fallen-wizard” to note the gray-colored backgrounds of Fallen-wizard sites.

2.II.2.1.R2 When a player plays a Ringwraith as their avatar (i.e. not as a follower), any corresponding Nazgûl hazard manifestation or Ringwraith follower in play is immediately discarded.
Changed to “When a player plays a Ringwraith (either as their avatar or as a follower), any corresponding Nazgûl hazard manifestation in play is immediately discarded. In addition, if the Ringwraith was played as their avatar, any corresponding Ringwraith follower in play is immediately discarded.”
2.II.2.1.R2 When a player plays a Ringwraith (either as their avatar or as a follower), any corresponding Nazgûl hazard manifestation in play is immediately discarded. In addition, if the Ringwraith was played as their avatar, any corresponding Ringwraith follower in play is immediately discarded.

2.II.7 Declaring Movement - During the organization phase either before or after organizing, the resource player may declare movement for one or more of their companies that has not already declared movement during the same organization phase. The resource player declares movement by placing a site card from their location deck face-down with a company or by declaring a specific site card that the player already has in play as a company’s new site. Declaring movement has an active condition that the movement be valid depending on the type of movement used (e.g. Starter Movement, Region Movement, Under-deeps Movement, or Special Movement).
Changed “by declaring a specific site card that the player already has in play as a company’s new site” to “by declaring that a company’s new site is a specific site card at which the player already has a different company or that is already in play as the destination site for a different company”

10.2.R1 A Ringwraith player cannot feely call to end the game; instead, once the normal game-length conditions have been met for calling the end of the game, a Ringwraith player may play Sudden Call either as a resource on their own turn (after which their opponent gets one last turn), or as a hazard during their opponent’s turn (after which the calling player gets one last turn).
Changed to “A Ringwraith player cannot freely call to end the game; instead, a Ringwraith player may play Sudden Call, which may be played either as a resource on a player’s own turn if that player has met the normal game-length conditions for calling the end of the game (after which their opponent gets one last turn), or as a hazard during an opponent’s turn if that opponent has met the normal game-length conditions for calling the end of the game (after which the player who played Sudden Call gets one last turn).”
10.2.R1 A Ringwraith player cannot freely call to end the game; instead, a Ringwraith player may play Sudden Call, which may be played either as a resource on a player’s own turn if that player has met the normal game-length conditions for calling the end of the game (after which their opponent gets one last turn), or as a hazard during an opponent’s turn if that opponent has met the normal game-length conditions for calling the end of the game (after which the player who played Sudden Call gets one last turn).
This change is also applied to Rule 10.2.B1 for Balrog players.

10.3.i Determining the Winner, Step 1 (Corruption Checks) - Starting with the player who took the last turn, each player makes a corruption check for each of their non-Ringwraith, non-Balrog characters in the order of that player’s choosing. Either player may take resource/character actions if doing so would directly affect a corruption check (including tapping one or more characters in the same company to provide +1 support, or actions that would reduce a character’s corruption point total or prevent a character from being discarded upon resolution).
Add “These actions may be taken even if their effect(s) would normally only last until the end of the turn (e.g. “until the end of the turn,” “for the rest of the turn,” etc.) and instead last until the end of the game.”
