I am not in line with this point of view, though:
There is no doubt that CoE rulings of the past (not talking about ARV) should neither contradict the CRF nor may they overturn them. I would think of them as intermediate rulings until a new CRF was issued. Every ruling that didn‘t make into the CRF was obviously abandoned for one or another reason. Maybe ICE / ICE NetRep realized they ruled wrong or they had to discuss things further before making it official. Do we know? I would not assume that they simply forgot to include a ruling from the digests.
To sum up my point: I do not see any reason why CoE rulings may/should not contradict old ICE digests that were not included in the CRF.
