Except there is no conditional "if" in this instance. At least according to... English. The phase phrase defines a scope of the effect; you're fantasizing it as a condition of the effect.

There is nothing wrong with cards like Drughu.
Their effects do not necessarily occur immediately. Effects of Drughu potentially can occur immediately if the cards is played while facing a creature attack played according The Hunt, or while facing attack from Traitor (both while being at [-me_rl-] ).
Question is whether Old Cache should work in the same way.
In my opinion no.
ICE authors had tendency to express some simple things in complicated way, sometimes malforming their original meaning. The way in which they correct their errors sometimes exhibit the same tendency. See Deeper Shadow and ICE errata for the card.
In my opinion errors deserve a straight errata.
There should be firm, visible difference between playability conditions of card and conditions under which the cards has some effect.
Beorning Skin-changers as short-event has as playability condition a moving hero company (only), and it has as condition of its returning effect an absence of some characters in the company.

Short events like Drughu, Great Ship, and Dragon-feuds have effects that may be used more than once. These cards immediately create an effect that provides a mechanic of the game for the player to declare another effect (multiple times) later.
Old Cache's effect only happens once, immediately when it's played. Old Cache doesn't create a game-mechanic for the player to declaring its effect later and it doesn't need to since the effect happens at resolution. Old Cache's effect cannot be used later.
