One must tell opponent before roll right? Maybe that phrase was a legacy phrase early in MECCG?

You can use Enruned Shield once the bearer is tapped. And no facing two strikes with first -3 modified either.
C. Hundreds of Butterflies are in the same set to untap
Based on the combat examples in the rulesbook and the ICE ruling, the phrase "an untapped character in the company must tap to face a strike" Fifteen Birds is referring to Step (3) in the Strike Sequence, which describes untapped characters tapping or not tapping to face a strike:
STRIKE SEQUENCE wrote:3) A target untapped character may take a-3 modification so that he will not automatically tap following the strike sequence.
4) The defending player may play resource cards that affect the strike (up to one card that requires skill).
Fifteen Birds only prevents an untapped character from taking the -3 modification at Step (3) of the Strike Sequence. Fifteen Birds doesn't prevent actions from being take at Step (4).
An untapped character under the effects of Fifteen Birds may still use Enruned Shield at Step (4) of the Strike Sequence because causing a strike to be ineffectual can be used when tapping against a strike (though you would preferably like to use this effect when you have opted for the -3 modification to remain untapped). Of course, the character would still be tapped after the strike as normal.
An untapped character under the effects of Fifteen Birds may still use Block at Step (4) of the Strike Sequence, they just can't take the -3 modifier at Step (3). Block would normally only ever be used when the character does NOT opt for the -3 modification. Block (even with Fifteen Birds) still works as it does normally--the character that did not take the -3 modifier is not tapped after facing the strike.
Hundreds of Butterflies could be played as it normally could.
