I propose the following erratum:

"Exhausting a Play Deck: When you draw the final card from your play deck (or when you need to draw. but there are no cards in play deck). Immediately your discard pile becomes your new play deck. Standard Game: Exchange up to 5 cards between it and your
sideboard and shuffle. Return all discarded sites to your location deck."

Changes in bold.

Rationale:

This tries to solve problem, when currently there are no cards in discard pile and a new play deck cannot be created. The play deck cannot be exhausted anymore, even if later some cards would appear in discard pile. In some cases game could not end for this reason.

Any reason for this proposal compared to other options for solving this problem?

The "immediately" in this proposal, while reflective of the original rules, might suggest that your cards that are discarded when a deck is exhausted are not shuffled into your deck, which would not align with intervening rulings.

I would prefer something that maintains the original timing of Exhausting a Play Deck:
Exhausting a Play Deck: When the final card from your play deck is removed from the play deck.
Then, separately, (if it doesn't just serve you right for getting yourself into a deckless situation,)
When your play deck is exhausted: Both players discard all cards in play that should be discarded when a deck is exhausted. Then, when your discard pile contains any non-site cards and there are no cards in your play deck, immediately exchange up to 5 cards between your discard pile and your sideboard, return all sites to your location deck, shuffle, and your discard pile becomes your new play deck.

I would shorten it even to:

"Exhausting a Play Deck: When you draw the final card from your play deck (or when you need to draw. but there are no cards in play deck)."

After all, the key part is definition, not description of procedures that happen when deck is exhausted. Which is incomplete in original rule (no word about where to put the cards that are discarded in result of exhausting - to the old or new discard pile).

All cards that must be discarded in result of exhausting of play deck are discard now. Return all discarded site card to your location deck. Standard Game: Exchange up to 5 cards between discard pile and your sideboard. Shuffle discard pile. Your discard pile becomes your new play deck."

In original rule "Exchange up to 5 cards between discard pile and your sideboard and shuffle." appears before "Return all discarded sites to your location deck.". Literally this gives the player an opportunity to look on order of cards in new play deck. And it looks like there is no shuffling in starter game.
