Is the special promo card "Lure of MECCG" legal in the scanario tournament @ Lure?
If yes, just 1 time or 3 time in deck?

According to the special rules applying during Lure:

"The Lure promo card is legal (except DCFF)"

And :
"Proxies are allowed, provided they are nice to look at."

So, the answer is yes, and 3 times in the deck....
