Duration of Hazard Long-events?

What is the proper duration of hazard long-events compared to resource long-events? A resource long-event affects all players and stays until your next turn, which of course is straightforward enough, and seems to be handled the same way regardless of if you're doing two players, the standard multiplayer rules, or the Arda multiplayer rules.

However, hazard long-events are different. If you're playing with two players, no problem; Player 1 plays the hazard on Player 2's turn, then Player 1 is also under its effects on his turn, then it's removed on Player 2's next turn. Each player is affected equally by it. But what if there are more players?

Arda rules suggest that the primary hazard player is the one sitting to the resource player's right - that is, the player who most recently took a resource turn. However, assuming a resource player always removes all hazard long-events during his long-event phase, then hazard long- events only last ONE turn, and never affect the player who played them. Player 1 plays the hazard on Player 2's turn, affecting Player 2. Player 3's long-event phase happens, and Player 1's hazard long-event is removed, meaning it affects neither Player 3 nor Player 1.

The multiplayer rules in the official METW rules (under "Optional Rules") have the "hazard-opponent" on the other side: the player to the resource player's left (the player who will take a turn next). This causes the hazard long-events to affect everyone, since you only remove hazard long-events from your hazard-opponent. Player 1 plays the hazard on Player 3's turn, then Player 1 takes a turn, then Player 2 takes a turn, then Player 3 takes a turn, removing that hazard.

I like the hazard order used in the Arda variant best, as it gives you time to clear out your hand of hazards and accumulate resources on your way to your next turn. But it seems like hazard long-events have the least effect when playing that way. So what's the proper way to handle this?
