Council of Elrond

A couple of questions regarding how Agents interact with Dragon-Lords:

1) The Dragon-Lord rules state that "You may normally play any minion character regardless of his race, except Dwarves. Does this include Agents?

2) Assuming that the answer to 1) is negative, can Dragon Mindbend be used to start an Agent (since Dragon-Lords may not use Open to the Summons)?

3) Dragon-Lords have access to We Have Come To Kill. Does this card bypass the normal need to play characters by influencing them?

1) it does (though at their home site, of course)

2) it does (or it should, or it will )

3) it's a bit up for grabs, but right now I'd say no, only circumvents the location and phase restrictions of playing characters
