Ages ago when FATE was new and the sun and moon were yet walking the sky
I inserted a time in FATE between the Avatar Decks and the Power Decks.
This was the Warlord phase since the Ringwraith characters were controlled by one player
and the Warlords were left alone for a time.

This is now an update. Again, the goal is to allow the Necromancer player to have
new resource and hazard deck of a moving/attacking Ringwraith deck and a Nazgul
creature deck. Such a phase is optional and can only be called by the Necromancer.
Hopefully, this phase will last no more than eight turns.

The Necromancer will play Sudden Call either as a resource or hazard most likely
around Turn 17 if The Necromancer has exhausted twice, has 32 MPs, News of the Shire or
Kill All But the Halflings Stored at Dol Guldur or Barad-dur OR the One Ring is in play and not hidden
or a Gollum manifestation is at Barad-Dur.

Everyone will have the chance to switch some resources at this time depending
on Game Points (GP). You know 6-0 in a way.

At the end of the appropriate turn playing Sudden Call each player game will calculate
points at that time; there are 20 games. Gandalf vs. Necromancer, Elrond vs. Witch-king.....
Players will count MP as-is including stage resource effects (not like the councils so no corruption checks, playing resources, or revealing
a unique to reduce MPs) just count each category and compare. If you have greater than zero kill points
and your opponent has zero then that is two game points for you for that category. Nothing special if you have the One Ring in play.

For example:
Name=character+item+faction+ally+miscellaneous+kill
Gandalf=8+5+1+3+4+1
Necro= 8+8+1+0+5+2

Gandalf above has 2 GP since he has 3 ally MPs to Necromancer's zero.
Necro has 3 GP since he has more MP in item, misc, and kill.

Then all players except Necromancer, the 9 Ringwraiths, and the four allies of the black land (Dwarf, Troll, Orc, Mouth)
will be allowed to exchange the number of resources from his discard pile/sideboard as Game Points.
But this exchange must be in the same pile. That is two resources removed from discard pile will be replaced by two other resources,
and you can replace a resource in the sideboard with another resource. No more resources in discard pile or sideboard? No exchange for you.

Then Necromancer event is replaced by Lidless Eye. The 13 players under his influence will tell Lidless Eye of the total GP among them.
This GP total is the allowance for the Lidless Eye player to make his new Resource Deck. He can make a totally new hazard deck with no stipulations.
The Lidless Eye can give back unused GP to the owner of the GP for his exchange.

For the Ringwraith players all resource specifically playable with only a Ringwraith are replaced at no cost.
Any such resource in play is removed for another resource and the new resource is sent to the discard pile.
...except for resources carried with the Ringwraith into play for Lidless Eye.

Only the Lidless Eye will shuffle his deck and draw eight cards. Most likely only the Witch-king and Khamaul
will start play. This will allow 7 Nazgul creatures to potentially attack.

Eight turns sounds good at this time. I was thinking the Councils will start on Turn 21. If the Warlord phase pushes past Turn 20, then the hazard player rotation
will then repeat Turn 17 rotation (i.e. the players will face those in the same Division for lethal effect of
hazards specifically included for that Division).

Get your head out of those potatoes. The Ringbearer might head to Taur Romen or Edhellond for the Councils
instead of Rivendell.
