In CRF 17, the community voted to formalize how “at the end of [phase/turn]” effects (informally referred to as AEPs) could be declared and responded. The CoE’s rules currently describe these effects as follows:
The question has arisen whether players can then declare additional AEPs after this initial passive condition chain of effects has resolved. In consulting the literature, this committee has not found any evidence that would prevent additional chains of effects so long as they are also constituted with AEPs. As such, we will be adding the following line to Rule 9.6.6:9.6.6 Any passive condition effects that would be initiated at the end of a phase/turn must be immediately declared in a single chain of effects (in an order chosen by the resource player) once both players declare that they have finished taking normal actions during the phase. Players may then respond to this chain of effects with their own “at the end of [this phase/turn]” actions, actions that target dice-rolls, and actions that target declared cards or cards with declared passive conditions; no other actions can be declared in response. If a phase ends “immediately,” no further actions may be declared by players during that phase, but passive condition effects are still initiated without an option to respond.
Note that any AEPs at the end of a Movement/Hazard phase still take place before resetting hand size, per Rule 2.IV.viii.Players may also declare additional “at the end of [this phase/turn]” actions after any initial passive conditions have resolved, and may respond the same way.
