Council of Elrond

Previously the Challenge Deck format was explained by saying that each player either brings a Challenge Deck to the tournament, or purchases one at the tournament. It was pointed out that players could also potentially borrow a deck, either from the tournament organizer or a fellow player, so we have updated the text to read:

Each player brings a Challenge Deck to the tournament, or otherwise procures one at the tournament.
