Does Bane of the Ithil-stone prevent a Pallando player from seeing the top card of their opponent’s discard pile?

Short answer:

No.


Explanation:

There is a significant list of CoE digests that contradict previous ICE digests without solid basis. This committee is making an effort to revert these changes whenever we detect them (with thanks to CDavis7M for his help). As an example, consider the interaction between Pallando and Bane of the Ithil-stone.

Does Bane of the Ithil-stone stop Pallando’s ability to see the top card of a player’s deck?

Pallando’s ability is outside the normal sequence of play as outlined in the rules because the rules don’t normally have opponents looking at the top card of your discard pile. Bane of the Ithil-stone will stop Pallando’s ability to look at the top card of the opponent’s discard pile.

However, there is a previous digest by ICE that contradicts this latter CoE digest:

A summary of the Bane of the Ithil-stone questions (I WILL get a hard copy this time...for the benefit of others):

a. Bane prevents Pallando's "viewable-discard-pile-power". It is NOT within the normal sequence of play. As an aside (and assuming Bane isn't in play)... Pallando's VDP power mentioned above allows Pallando's controller to view the entire discard pile at any time, not just the top card.

Bane of the Ithil-stone would prevent Pallando's player from searching through the face-up discards, which he can do, but would not prevent him from forcing a player to discard face up.*

However, this ICE digest is also partially incomplete, because it was written before the following was added to the CRF on Pallando:

Pallando

Can only see the top card of an opponent’s discard pile.

Therefore, Bane does not stop a player from discarding face-up, as the text on Pallando says (and a Pallando player cannot search through their opponent’s face-up discard pile regardless of whether Bane is in play).

Note that this overturns CoE WEEKLY RULINGS/CLARIFICATIONS #12 QUERY 12.
