Die roll and its result do not exist at declaration. Choice made as part of main effect does not exist at declaration.
Some actions are performed conditionally, some unconditionally.
Some actions of Token of Goodwill are performed only if cc made by diplomat does not fail. The cc is declared, the later actions are not declared.
Roll performed in result of A Lie in Your Eyes is performed only if defender will choose this option and will not choose tapping of character nor ally under his control. The roll, tapping the character or ally are not declared actions.
If text of Eyes of Mandos would contain condition like "if any card is revealed" then subsequent actions would be conditional, performed only if condition is fulfilled.
There are circumstances that prevent declared actions from happening. Ally cannot make cc, card may not be moved from discard pile to play deck if Bane of the Ithil-stone is in play, no card from top of play deck will be revealed if there are no cards in play deck.
The circumstances and possibility that they occur do not turn the declared actions into conditional actions.
