Some basic Fallen Wizard deck questions

In the rules book section called "Getting Ready To Play", look at the 3rd step:
3) Place one to five starting characters (no Wizards) face down in front of you. The combined mind attributes (see page 19) of these characters must be 20 or less. You and your opponent reveal your characters simultaneously, placing any duplicated characters into your play decks.
The mind of the face down characters must be 20 or less. At this point Thrall of the Voice might also be face down but it's effect would not yet be in play until it is revealed along with the starting characters. After the starting cards are revealed, the 6 mind character will have 5 mind.

So, any 6 mind character would still count as 6 mind when deciding your starting company.

The CRF confirms this: "Your starting company can only contain 20 points of unmodified mind."

Total mind of characters in pool is not restricted.

Some clarification:

Sorry to revive an old thread, but I had a related FW deck building question.

As a fallen wizard, I may include only 2 of non-unique a hero resource card, or likewise 2 of a non-unique minion resource card. Does it matter if those cards are functionally identical? Can I for instance, include 2x Concealment and 2x A Nice Place to hide to effectively have 4 "tap a scout and cancel an attack" cards? Or do mirror images of hero vs minion cards like that exclude each other?

It does not matter.
If the cards have different names, they are considered different cards.
We will not speak of such things even in the morning of the Shire.
