Arwen and Celeborn influence

These two characters have different wording on their direct influence than every other character:
Arwen wrote:+7 direct influence only usable against Aragorn.
Celeborn wrote:+5 direct influence that is only usable against Galadriel.
For comparison, this seems like the closest similar language:
Truths of Doom wrote:Your general influence is increased by 6 points. You may only use 2 of these 6 points to control characters.
(Other characters have the pattern: "+X direct influence against Y." Such wording suggests that the bonus influence only exists when it is used to influence Y.)

Should we take the language on Arwen and Celeborn to mean that their unused additional influence always exists, and so should count when e.g. an influence check is made against one of their followers, items, or allies?

You may only use 2 of these 6 points to control characters.
4 of the 6 points are not unusable. They may not be used to control characters.

This would count as using it.

Prophet of Doom can make use of the 4 GI points that cannot be used to control characters.

Konrad, I think I see your point, something like:
7 of 7 additional influence can only be used against Aragorn => 0 of 7 additional influence can be used for other purposes.
vs.
Only 2 of 6 additional influence can be used to control characters => 6 of 6 additional influence can be used for other purposes.

If Arwen had been written: "+7 direct influence, not usable to control characters other than Aragorn." it would have been closer to my original conclusion.
