Will playing Marvels Told in response to a hazard player trying to pop Daelomin at Home to increase the hazard limit by 2 stop the increase or will the effect still go through regardless?

Daelomin at Home is discarded at declaration of the action "increase HL by two". Marvels Told cannot be played on Daelomin at Home in response.
