FW Movement - clash of required site card versions

Sometimes the following situation may appear in game:

FW non-overt company A stays at site that is normally [-me_fh-].
FW overt company B moves to the same site.

By default FW non-overt company should use a hero (or FW) version of a site card for site that is normally [-me_fh-].
By default FW overt company should use a minion (or FW) version of a site card for site that is normally [-me_fh-].

Proposed regulation:

"If the same site card is used to represent a movement or location of two or more FW companies and a different versions of the site card is required to be used by different companies, the version of already in play takes a precedence."

This logically follows from the fact that if they both arrive, the resulting company must be overt. If at any point, there won't be an overt company at the site, then the site would automatically be replaced, just as if the only Orc in a Man company is killed during the movement/hazard phase.
