Old/New Questions (my turn!)

Q1: When do you shuffle your deck, after depletion?
I have been shuffling, when the game determines, I need to draw.
i.e. if there is no card to draw, it's time to shuffle.
Q2: So, Fallen Wizards (and I suppose ELs and DLs), can dump as many "Stage" resources as they want during their Organization Step?
i.e. they can play 3 Stage cards in one turn?
Q3: Do Fallen-wizards, and Dwarf-lords, use the Elvish Free-holds, or do only you use them?
i.e. if I am playing an Elf-lord, say Thranduil, then if I go to Rivendell or Lorien, I use the respective MEFB Free-hold version and not the haven version?
so: the Dwarf-lords use Hero Site versions, and FWs follow overt or covert, minion or hero, respectively?
Q4: Now the reverse, can Elf-lords or Dwarf-lords use the 2 FW havens? or just the hero site versions?
Q5: So just to get this straight, there isn't a STEP, BEFORE drawing up to 8, (forget about if you have more than 8 cards) during the END-OF-TURN phase, in which you get a chance to discard a card?
i.e. It's my turn and during my END-OF-TURN phase I have 8 cards, I want to discard one and replace? But I can't unless I am the Hazard player and I put a card on-guard?

One other note: I have been reading some DC-rules and I have come across a new scoring rule:
Double Misc Points if your opponent doesn't have any?
THAT IS CRAZY TALK!
Have you guys play tested this? or debated this really?
To me my first and MAIN impression is HALF of the playable Nazgul Decks are now unplayable. As if it weren't hard enough to play RWs (or get misc).
Secondly, most RW decks will have to include Misc SHIRE resources and work hard as hell to get over there and play them, which is why HALF of RW decks would suck, if you HAVE to include the SHIRE Misc Resources, that hurts too much!
My only rule change in solataire that I put in to counter balance this (in testing), is :
If Wizards, and Fallen-Wizards (who get misc points at will) get double, then minion companies get HALF of their MPs for Kill Points rounding down. i.e. if My Minion deck perfomance, has 8 orcs and wolf creatures in my kill pile, and it totals 8 points then they 4 + 3 for the Elf-lord (yeah right
) so 7.
Otherwise this rule is NUTS, double MISC?
It's just that old decks ALL have to be modified to include Misc MP resources, and in the original RULES, this is just not how things are.
It's like if in Basketball they said, AND at then end all missed free throws count as -1, and THEN we will get the final score. THAT WOULD DESTROY the game, which this Double Misc MP rule change does...
