Minor items in starting pool

I remember from a lot of time ago that it was frequent to have 3 minor items in the starting pool, just in case your starting company was bounced and finally you start with quite different characters that the minor items you thought for them are now useless. Still only 2 minor items were playable, but having a third one gave you a lot of flexibility. Was that rule official? Is it written anywhere? I cannot find it...
