Pallando's ability and Bane of the Ithil-stone

Pallando's second ability means his "opponent must discard his cards face-up."

However, with regards to Bane of the Ithil-stone, one digest ruled:
*** Pallando's ability is outside the normal sequence of play as outlined in the rules because the rules don't normally have opponents looking at the top card of your discard pile. Bane of the Ithil-Stone will stop Pallando's ability to look at the top card of the opponent's discard pile.
Someone noted recently that the player still has to discard cards face up, but then the cards have to be face down on the discard pile. Is this correct? Is there considered to a period of time between a card being discarded and becoming part of the discard pile that would allow Pallando's player to still see the discarded card?

Never heard of such a ruling or mechanism of discarding. Consider the digest to be correct.
