Technology items at tapped Dwarf-hold?

Blasting Fire (e.a.)
Technology. Playable at a tapped or untapped Shadow-hold, Dark-hold, or a site with a Dwarf automatic-attack
If these were actually playable at a tapped Dwarf-hold, it would say "playable at a tapped or untapped [-me_sh-] / [-me_dh-] or site with a Dwarf automatic-attack", right? So without the "a" in front of site.
Or is this nitpicking?

Not nitpicking, but the characteristic vagueness of the English language strikes again. "Shadow-hold, Dark-hold, or a site with a Dwarf automatic-attack" is the list of tapped or untapped sites the item can be played at.

I would say that it is peculiarity of ICE's dialect rather than peculiarity of English language.

Even if a resource requires untapped site and site phase to play it, it does not mean that the resource is not playable at tapped site (or outside of site phase).
Trouble on All Borders played on Beornings, for example, makes effect even if Beorn's House is tapped or not in play, and, of course, not only in site phase. Beornings may no be played at tapped or nonexistent copy of Beorn's House, and may be played only in site phase, but technically they are playable just at Beorn's House.

Therefore "playable at a tapped or untapped XYZ" is compact form of "playable at a XYZ; may be played at tapped or untapped XYZ" (in ICE's dialect).

When at a Shadow-hold, can I tap a character to play an item, which taps the site, and then tap another character to play Blasting Fire (or Vile Fumes) during the same site phase?

Btw. Is there a single document with all the rulings? I cannot find the quote in the Card Errata and CRF pdf I've got.

Continuing on a similiar topic, does the following ruling mean an ally, faction, or item that potentially taps the site, or has tapped the site?
CRF, Site Phase wrote:You may only play a free minor item after playing an ally, faction, or item that taps the site.
In the previously-used example of a company at a Shadow-hold, following a play of an item that tapped the site, and then of Blasting Fire (or Vile Fumes), can I play Records Unread during the same site phase? Or would I have to played it before BF/VF?

Are all of the following legal?

Sequence #1 (site untapped)
1. Play an item that taps the site,
2. Play BF/VF,
3. Play Records Unread.

Sequence #2 (site untapped)
1. Play an item that taps the site,
2. Play RU,
3. Play BF/VF.

Sequence #3 (site already tapped at the beginning of the site phase)
1. Play BF/VF,
2. Play RU.

I'm not sure what is definition of "immediately" in the game. If here "immediately" would mean "in chain of effects that immediately follows chain of effect s in which a resource that taps the site has been played", then only Sequence #2 is valid.

On the topic of Blasting Fire:
Discard to cancel all automatic-attacks at a site against the bearer's company, any influence attempts against factions at the site this turn are modified by +2.
Can the card be discarded (for effect) while the bearer is at a site without an automatic-attack?

Yes; the +2 to influence checks is unrelated to the cancelling of AAs.

Yes, but for other reason.

By logic that allows the Piercing of Shadows, and Promptings of Wisdom to function at all:

Make something to affect all X does not imply that any X is in play.

I'm pretty sure the answer will be "no", but would it be legal to play anything else between 1 and 2 in sequence #2? For example, play Above the Abyss on the character that played the item that tapped the site (and then play the freebie minor item on the very same character).

Something in response to "1. Play an item that taps the site", and/or "2. Play RU", and/or "3. Play BF/VF" may be declared.

All three actions require that a character must tap, so anything that would make the character untapped at resolution would fizzle the actions.
