Council of Elrond

In a One-deck game, the goal is to score 20 MP (and there is no need to exhaust his deck).
But what is the minimum number for resources and hazards in the deck : 25/25 or 30/30 ?

25 is the minimum for any game, one deck, two deck, etc.

30 is the minimum for Tournament play, whether it be one deck, two deck, etc. Most casual games, though, follow the conventions of Tournament play. Sealed deck games are the only exception I know to this.
