Hi,
If i play rebel talk on a follower, can i substract the mind of this character of the GI, for playing muster disperses in the same m/h phase?

So the answer is: no, you cannot subtract the mind of the Rebellious character

You should play it for the next turn, when you will play News of Doom and Call of Home
