Sideboarding as Sauron/Lidless Eye

The recent discussion about halving HL vs Sauron/Lidless Eye reminded me of an old doubt I always wanted to ask, but I was too lazy to do so. :)

(bold is mine in both cases)

The bold part clearly mimicks the rule allowing you to tap an avatar during the organization phase (be it Wizard, RW, FW, Hog) to shuffle a resource or char from sb into deck (only if your deck has at least 5 cards) or to drop up to 5 res and/or chars from sb into discard pile (which is always allowed).

Anyway, you may notice a difference: Sauron/LE say nothing about the requirement of having at least 5 cards in your deck to be able to shuffle a res/char in it from sb, neither says anything allowing you to drop res/chars from sb to disc. What does it mean?

1) The guys at ICE were too sloppy to mind using the exact wording of the rulesbook, and were confident that the people would have interpreted the actual wording as a perfect carbon copy of the rule which applies to RWs and Wizs

2) Sideboarding as Sauron/LE works actually in a slightly different way from RWs/Wizs

Is there anything in the CRF about this? Option 2 makes sense after all, since playing Sauron/LE means that you have to sacrifice 3 resource slots in your deck for your avatar card, then you're allowed to compensate this handicap with an additional "last turn sideboarding" before exhausting, in case your deck has less than 5 cards in your orga phase.

2) Is correct, so far as I know.

I can`t find a ruling on that so I`d take it literally. 2) is correct.
