I allways thought agents can only be played at their home site. If you play them as characters....

but i cannot find the right paragraph in the rules....

so did i just miss it... or am I mixing here something up?

no, you are rite about that, unless you use open to the summons wich lets you play them at a haven

okay.... then they still stay quiet weak.... (at least most of them)
maybe we realy should do something about them in v-cards?

i forgot to mention that you can also play them with we have come to kill

Agents as characters can be very useful, especially if you play Sauron. With a RW in play it is somewhat harder, but minions have enough influence boost cards to make it possible to play the agents of the region where you are.

Another nice effect which you should not forget is that any character can tap to cancel an automatic attack at his home site. For minions this can be quite nice.
