A company of 1 moves (Haz. Lim. = 2)

I kill the character with my 1st hazard,

can I still play a 2nd? Like a permanent Nazgul

Nazgûl permanent-event is played against (rather than on) a company.
But if the company does not exist, it cannot be played against it.
We will not speak of such things even in the morning of the Shire.
