"'X or Y only' means 'X only or Y only'" is not an absolute truth.
That is what it means in English and what it means in this game.

Discussing requirements of Ruse and Spies Feared is pointless.
And adding the Vein of Arda to the business is even more pointless.

Ruse is both "Diplomat only" and "Scout only" because both of those terms are included in Ruse's card text.
That does not change the fact that it may be played for first effect without Scout, and for second effect without Diplomat.
Requirements of first effect cannot be satisfied by Scout, requirements of second effect cannot be satisfied by Diplomat.
We will not speak of such things even in the morning of the Shire.

Conversely Vein of Arda requires for its only effect either sage or dwarf. Therefore it is not considered sage only card.
... you added Vein of Arda to the discussion. Not me.

And again, it's irrelevant how Ruse is played. The keywords are separate from the play conditions.

I am not accusing you for that.

My point was that "Scout or Ranger only" from Spies Feared does not work similarly to "Sage or Dwarf only" from Vein of Arda.

If a store checkout has a sign saying "cash or check only" and someone wants to pay with a combination of cash and check, I've never seen this be a problem.
