But is not immediatelly created by playing Urlurtsu Nurn. In other words: effect is in play for later use, like Open To The Summons, Thrall of The Voice etc.

So if I've brought a character in at another site this turn, my RW may not tap to use Urlurtsu Nurn's special ability? Okay.
