I think it's fine as Joe's proposal. The balrog player shouldn't have to rely on the sideboard for these, as that'll only promote further Greater Shadow squatting. Baduila having to tap during the EoT phase is also fine, as it will at least force the player have to hold onto the card for the duration of your turn.

he being a leader won't make the multiple command cards such as i'll report you x3 too easy or even powerful?

-Tap Summons, increase hl by 2 to untap. (or something to counter that power).

i like this idea, but i'd say increase hl by 1...
