I don't like the limitation of characters for this card.
Why don't you say something like.
Sage needed or something else like that.
Why do you limit this to the listed characters?

okay... he has the corruption bonus... but there is nothing that forces you to do it that way.

Because what you're trying to do is overthrow Sauron with the One. The One gives power according to the strength of the wielder, according to the books. There are only a few in Middle Earth with the strength of will and the Heritage to use the One Ring to overthrow Sauron.
