Right. What he decided at a start of a opponent's movement/hazard phase, oblige him (and his opponents) to the next reset.

The statement "actions caused by passive condition do not become effects in play since start of a player's movement/hazard phase" is incorrect. There is nothing preventing passive conditions from triggering effects to come into play during the organization phase. The effect is triggered whenever the passive condition occurs. In this case, whenever a site card is brought into play, Fell Winter, Long Winter, etc, could have their effects triggered. It doesn't matter whether the site is brought into play a new site revealed at the start of the movement hazard phase, an agent's site revealed during the site phase, or a site used in order to bring a character into play during the organization phase.

Sorry, but "actions caused by passive condition do not become effects in play since start of a player's movement/hazard phase" is exactly my point.
Effects of Fell Winter, Morgul Night are not actions.
Actions caused by Long Winter, Foul Fumes are not effects in play.

I do not take a responsibility for any theories that mistake actions caused by passive condition as effects in play or vice versa.

On nothing. They are fundamental terms.
Action cannot be in play. It may be declared, resolved, executed.
Result, effect may be in play.
We will not speak of such things even in the morning of the Shire.

But that does not negate Annotation 10 from handling the timing/ordering of effects of hazard effects triggered as a result of site being played (the passive condition) during the organization.

Annotation 10 regulates an order of declaration of actions caused by passive condition.

X is not Y, X is not included in Y, Y is not included in X.

Rule that regulates X, does not regulate Y.
Rule that regulates Y, does not regulate X.
We will not speak of such things even in the morning of the Shire.
