INFORMATION
CRF, Rulings by Term, Multi-player Games:
Only the moving player, and the hazard player drawing cards based on his movement, may take advantage of drawing cards, including cards drawn for events like The Nazgul are Abroad and From the Pits of Angband. These two players are also the only ones who may discard a card at the end of the turn. All players reset their hand size when any turn or movement/hazard phase ends.
In these rules, two mistakes are made.
1. No such thing as a moving player exists. The active resource player might have several companies, each of which having their moving/hazard phase(s).
2. There is a distinction between the end-of-turn phase and the end of the turn, which is here used incorrectly. Players reconcile their hand (including a possible discard of 1 card) during the end-of-turn phase, not at the end of the turn. This is relevant, as during the end-of-turn phase some cards can still be played.

BALLOT ITEM # 42:
Are you in favor of issuing the following rules erratum?

MULTI-PLAYER GAMES
Change This:
Only the moving player, and the hazard player drawing cards based on his movement, may take advantage of drawing cards, including cards drawn for events like The Nazgul are Abroad and From the Pits of Angband. These two players are also the only ones who may discard a card at the end of the turn. All players reset their hand size when any turn or movement/hazard phase ends.
To This:
Only the resource player, and the hazard player drawing cards based on his movement, may take advantage of drawing cards, including cards drawn for events like The Nazgul are Abroad and From the Pits of Angband. These two players are also the only ones who may discard a card in the end-of-turn phase. All players reset their hand size in the end-of-turn phase or when any company's movement/hazard phase ends.
(relevant parts bolded)

CONSEQUENCES OF YOUR VOTE:
If you vote YES, then the Multi-player Rules will be made technically correct.

If you vote NO, then these rules will remain technically incorrect, and open to interpretation or leading to confusion.

The expression "moving player" is also used by the Designers, not the Netrep. In fact, this CRF entry is from the Desingers... The MECCG Designers think that there is such a thing as a "moving player." It exists.

Sure, but the CRF entry is outdated. It was superseded 22 years ago by the Multi-player rules in the MELE Companion. So not sure why we are bothering to edit outdated rules.
