Submission Rules - Please Read

Hello All -

Please abide by the following rules when making a post in this forum:

- All new topics created in this forum should be made only to recommend a rule erratum or clarification for the upcoming Annual Rules Vote. If you want to have general discussion about a rule but are not making a recommendation for consideration by the ROC, please do not post here. Instead post in the main CoE / Rules & Errata forum viewforum.php?f=68 OR if you have rules questions, please post in the Rules Questions forum viewforum.php?f=16

- If a submission is specific to a particular card, please put the card name (and only the card name) as the title of your topic.

- If a submission is not specific to a particular card, please use a concise and clear description of the issue as the title of your topic.

- If you feel there has already been relevant discussion related to your submission, please make a link in your topic to the relevant thread.

- If you want to submit a topic which already has its own dedicated thread specific to a rules erratum or clarification, please PM me and I will have the entire thread moved into this forum.

Topics which do not follow the above guidance will be edited or moved as necessary. These rules are for organization purposes and to make it easier for all to navigate the forum.

This was posted in the Town Hall, but I am re-posting it here as a reminder:

Below is the timeline for the 2018 Annual Rules Vote (as outlined in our Charter). This timeline will comply with the Charter and also allow the Rules Oversight Committee to review all submissions to determine what will be included for this year's vote and prepare the ballot.

Friday, May 4, 2018 - DEADLINE FOR SUBMISSIONS - All submissions must be posted in THIS FORUM viewforum.php?f=143 by this date in order to be considered.

Monday, June 4, 2018 - ANNUAL RULES VOTE BALLOT OPENS

Sunday, June 24, 2018 - ANNUAL RULES VOTE BALLOT CLOSES

Should not there be a DEADLINE FOR SUBMISSION CHANGES?
Sometimes (often) authors of submissions accept suggested changes to their original proposals.
Voters should know that a version for which (or against which) they are voting is final.

When the ARV opens, it will take place in its own dedicated forum. Each ballot item will have its own topic and its own poll. All information will be present in each voting topic so that the voters know exactly what they are voting on and which version they are voting on. Reference links will be provided to topics found elsewhere in the CoE forums (ARV Submissions forum, Rules Questions forum, etc.) to assist voters who are looking to further educate themselves. So if your question is whether or not there will be confusion as to which version from the Submission Topic is being voted on, the answer is NO... there will be no confusion.

If, however, you are concerned about who has "control" of the final language for each ballot item, the answer is - the ROC does. There is currently no explicit plan in place to get approval of final language from each submission author prior to placing an item on the ballot. This perhaps would be nice to do... however, it adds additional complication to an already high work-load timeline. There is MUCH work being done behind the scenes currently by the ROC. We are in constant communication. Many details have been needed to be ironed out for the process... only one of which is the exact language to be used for each submission. If you are suggesting we ask for final language approval from each submission author prior to finalizing the ballot... I do not think it is a bad idea, but it adds some time, and what if the author doesn't respond in time, or what if the author doesn't approve? Ultimately, it is the burden of the ROC to take each submission and modify/agree on the final language that will be used for the ballot (if the submission is voted forward to the ballot).
