Granted, the thing's a little rudimentary, but here's how it plays out:

Virtual Snaga has a body of 11 and must take the first strike of any attack. He's nigh-unkillable combined with the Troth-ring. He's going to be your main way of getting around those single-strike dragon auto-attacks.

The Virtual Alert the Folk allows Brand or Bard, if at Lake-Town or Dale, to get hoard items from the discard pile. More importantly, it allows Lake-Town or Dale to untap when an item is played at a Dragon's Lair. Finally, it allows Dragons to be keyed to Lake-Town or Dale.

Therefore, send Virtual Bard and Brand to Lake-Town. Bard with the Black-Arrow should help protect against dragon attacks while Lake-Town is vulnerable to such.

Snaga, Mionid, and Nevido wander around dragon-country playing items.

The Virtual Never Refuse makes sure that Saruman is never sent back to his site of origin and lets you pull the Water's Tithe from the sideboard, letting him move 6 regions to get to Lake-Town in one turn. Put the man characters in your sideboard into the discard pile because:

Virtual Rebuild the Town lets you play one man/turn (less than 4 mind) from your discard pile at a site, and all men at that site have one less mind. You're going to be using Saruman's DI to control an obscene amount of characters. Rebuild the town also allows a Man at the site to recycle one skill-specific card/turn, so keep tapping Peath or Gisulf or Voteli, depending on what you need.

Tap Lake-Town with one of the factions, then play an item at a Dragon's Lair to untap it for the other faction. Play Noble Hounds as possible.

Once you have rebuilt Lake-Town and have enough Stage Points, Mischief it, Guard it, and play Strident Spawn for an extra MP. Use the Virtual First of the Order and also use the Emerald of the Mariner to help whichever person got the Iron Crown, as that's some Risky CPs.

Merrier World is in the Sideboard in case you do actually kill a Dragon, but the goal of this deck is to hopefully avoid Dragons altogether. :)
