Here is another one to simulate Frodo's journey:

V card (name???)
Permanent Event
Playable on a company containing Frodo. Each time the company enters one of the following sites, tap Frodo and add a counter to this card: Bag End, Bree, Weathertop, Old Forest, Rivendell, Moria, Lorien, Amon Hen, Dead Marshes, Shelob's Lair, Minas Morgul, Cirith Ungol or Mount Doom. Remove 3 counters from this card if you controll gollum or the one ring to cancel and prevent your opponent from calling council until his next turn. May be used as starting instead of a minor item. Cannot be duplicated.

maybe quiet powerful for ring decks... because you buy very easyly extra turns!

well, you need 3 turns to win 1 extra turn. But frodo needs to be untapped wich can be prevented with hazards like adunaphel or such, and not much of those sites are used on ring decks, only greater item sites for the scroll...

Idea is very nice! very original.
but, can you think of a way to do this without the counters, it starts to get a bit lotrccg in here

place the site card under this one... and removing them from game to prevent opponent from calling
