Doesn't this follow the old "active conditions" rules? It tells you what it's playable on, but then it gives you a further set of conditions which must be met. Similar to how "Ready to His Will" requires the tapping of a character to fulfill the cancelling of the attack.

Is there any? For instance, game reports, card imbalances, card corrections, etc?

Barring the xml file, I have the set in a state ready for wigy, but was wanting to check first if there were any issues raised at Worlds.

Voted No.

The power of virtual cards in what they can bring to the game means there's no real need for UEPs. UEPs were designed as unofficial errata for the normal rules. Virtual cards can do anything UEPs can do and then some. Just look at the <Ringwraith> Unleashed cards for a good example.
