Unless I misremember, Hoard minor items are only playable at sites with dragon automatic attacks, therefore that is where they can normally be played (and only there). Also, the Site restictions rule out dragon automatic attacks.

There is also movement to a site already in play. There is also redirection to other site during M/H phase (e.g. in result of Chance of Being Lost). Just looking through the card files as they are for Northern Wastes, and, unless I've missed something, there are only 4 Umli characters. Unless there are plans to expand that significantly, it seems a bit overburdened to add an entirely new race to the game for the sake of 4 characters. Thoughts?
