Does this mean, that if the player has no Bilbo in the company or uses some other hobbit character, his scenario is not fulfilled?

Actually, without all calculations the chances of getting an R1 are 50:50. You either get it or not.

Seeing new vote for changes to the scenarios, could we, perhaps, prohibit the infuencing away opponent's cards (characters, allies, items, factions).
Most of the scenarios depend on certain cards, so it would be unfair to lose only because the opponent succeeds in influencing away a card.
