Yes, that's true. But to conduct a Sealed tournament, it's not necessary to validate the deck by collections, but rather to limit the possible collections for building the deck. And to be extra-clear, you can update your deck any time before the registration deadline, but after that the chosen decks will be locked for the rest of the tournament.
