Can't Convince SVN To Ask For User Name/Password

System: Windows XP
No matter what I delete or try, Subversion simply will not ask me for a user name and password, instead automatically using the generic password.
In other words, I can't persuade the program to let me attempt to enter a more permissive user name and password.
Does anybody know what the heck I'm supposed to do?
I have tried:
Deleting the /auth folder.
Changing where the the folder's url, then changing it back again.
Deleting the folder and creating a new one with the checkout url.
Uninstalling and reinstalling Subversion.
Any other ideas?
