The Wizards: Saruman
Rarity: Fixed, Precise: F2

Character: Avatar

Unique. May tap to use a Palantír. At the beginning of each of his end-of-turn phases, he mayto take one "spell" card from his discard pile and return it to his hand. "His face was long, with a high forehead, he had deep darkling eyes, hard to fathom..."-LotRIII Home Site: Isengard
The Lidless Eye: Calendal
Rarity: Rare, Precise: R

Character

Unique. May tap to use a Palantír he bears. +2 direct influence against Elves and Elf factions. "...lingered in the twilight of our Sun and Moon but loved best the stars."-Hob Home Site: Dol Guldur
The Wizards: Align Palantír
Rarity: Uncommon, Precise: U

Resource: Permanent-event

Sage only if a Palantír is in his company. Keep with the Palantír; bearer now has the ability to use the Palantír. If the Palantír is stored, this card is stored too. Discard Align Palantír if the company carrying the Palantír moves. May not be duplicated on a given Palantír. "'...For this assuredly is the palantír of Orthanc from the treasury of Elendil, set here by the Kings of Gondor...'"-LotRIII
The Lidless Eye: Palantír of Elostirion
Rarity: Rare, Precise: R

Resource: Special Item

Unique. Palantír. Playable at The White Towers. Discard if the bearer moves. If the bearer is a sage: your hand size increases by one and the bearer is able to use this Palantír this turn if he taps. With its bearer able to use a Palantír, tap Palantír of Elostirion to draw a card. Bearer then makes a corruption check.
My opinion is that tapping to use Palantír and ability to use Palantír are different things.

In practice: Saruman and Calendal tap themselves for effect of Palantír; Palantír they bear is not tapped.
Conversely characters that have ability to use a Palantír do not tap for effect of Palantír; Palantír they bear is tapped for effect.
We will not speak of such things even in the morning of the Shire.

That's one that tripped me up for quite a while when I was learning the game. :)

There is no effect of simply "using" a palantir. The player has the option to tap a given palantir for an effect if its bearer is able to use a palantir.
The game is flawed, but this does not mean it cannot be loved.
