1) The player who has had this card placed in his MP pile can choose any future turn to skip in order to discard the card, correct? It need not be the next (subsequent) turn?

2) At what point must you decide/declare that you are skipping your next turn?

3) This card may be placed in a player's MP point pile at any time the conditions are met, regardless of whose turn it is, correct?

1. It does not need to be the next (subsequent) turn.
2. Immediately before beginning of his turn.
3. Yes.
We will not speak of such things even in the morning of the Shire.

A few more questions on the topic of Will Shaken:
1) When a player is skipping his turn (to discard the card), can he still Call the Council at the end of the turn?
2) When there are multiple copies of the card in a player's MP pile, is it one turn skipped per card?
3) Can the card be discarded with Marvels Told?

1. There is no end of turn if that turn is not proceeded.
2. One turn skipped to discard one card.
3. Yes (there are examples of other cards that may appear in play without being played).
We will not speak of such things even in the morning of the Shire.
