splitting up companies

If a company splits up, who decides where any hazards go being played as permanent events on the original company? Resource or hazard player (I' heard both answers

It says about resource permanent-events, however I think that the same applies to hazard permanent-events.CRF, Turn Sequence, Organization Phase, Organizing Companies wrote:When a company splits up, its player chooses which characters are the original company and which characters are a new company, unless otherwise directed by a card. All resource permanent-events played on the original company stay with the original company.
My reasoning is:
1. Permanent-events cannot be transfered between companies.
2. When a company splits up, actually new company is seceding from original company. Original company is the same company on which permanent-events were played.
I think, that the same apllies also to the continous effects affecting company. For the same reasons.
We will not speak of such things even in the morning of the Shire.
