as far as I know one cannot play cards that have neither a direct, indirect or potential effect on the game.
Assume my opponent has 10 points of free GI. Can I play Call of Home (intending to get rid of it) which won't affect the game in any case - how I think?
Similar: Can Plague be played with no factions being played yet?
