as far as I know one cannot play cards that have neither a direct, indirect or potential effect on the game.

Assume my opponent has 10 points of free GI. Can I play Call of Home (intending to get rid of it) which won't affect the game in any case - how I think?

Similar: Can Plague be played with no factions being played yet?

Dice roll is effect (even if without chance of success).

News of Doom: is possible that Old Road will be played in response and faction will be in play at resolution of NoD.

Old Road can't be played in response to News of Doom because it is only playable during the site phase. See ruling in digest #74.
