MEBA 17?

The only MEBA rules I know of go to page 5 and say nothing about influencing an opponent's resources. Does anybody know what the heck this rulings digest is talking about?

If there is a larger MEBA rulebook than the one on the CoE website, where is it?
The game is flawed, but this does not mean it cannot be loved.

It is at the end of the 20 pages booklet which is inside the MEBA boxes. The last part : "Meccg Rules Summary".
