Sorry, but "actions caused by passive condition do not become effects in play since start of a player's movement/hazard phase" is exactly my point.
Effects of Fell Winter, Morgul Night are not actions.
Actions caused by Long Winter, Foul Fumes are not effects in play.
I do not take a responsibility for any theories that mistake actions caused by passive condition as effects in play or vice versa.
