another idear would be to give it an alternativ class to be played as a recource on your nazgul in CvsC battle?

The CvCC idea is interesting, but not counting against the hazard limit might be a bit over the top.

So add to the text: "May also be played as a resource on a Ringwraith's strike in Company vs Company Combat."
